หลักการและเหตุผล

.......การจัดการศึกษามีความสำคัญต่อการพัฒนาคุณภาพของทรัพยากรมนุษย์ โดยในปี พ.ศ. 2558 ประเทศไทยจะเข้าสู่ประชาคม
อาเซียน ซึ่งอาเซียนมีความร่วมมือทางสังคมและวัฒนธรรมครอบคลุมทุกสาขา ไม่ว่าจะเป็นด้านการศึกษา การพัฒนาทรัพยากรมนุษย์
เยาวชนและได้มีการพัฒนาความร่วมมืออย่างต่อเนื่องโดยมุ่งหวังเป็นประชาคมที่มีประชาชนเป็นศูนย์กลาง มีสังคมที่เอื้ออาทรและแบ่ง
ปันมีสุขภาพความเป็นอยู่ที่ดีและมีการพัฒนาในทุกด้าน เพื่อยกระดับคุณภาพชีวิตของประชาชน ส่งเสริมการใช้สอยทรัพยากรอย่างยั่ง
ยืน รวมทั้งส่งเสริมอัตลักษณ์อาเซียนการจัดการศึกษาเพื่อรองรับการเป็นประชาคมอาเซียน กระทรวงศึกษาธิการได้กำหนดบทบาท
การดำเนินงานต่างประเทศเชิงรุกโดยเน้นการกระชับความสัมพันธ์และการขยายความร่วมมือกับประเทศเพื่อนบ้านและในภูมิภาคเอเชีย
ภายใต้กรอบความร่วมมือด้านต่างๆ โดยเฉพาะกรอบความร่วมมือด้านการศึกษา เนื่องจากการศึกษาเป็นรากฐานสำคัญในการขับ
เคลื่อนประเทศและภูมิภาค
.......มหาวิทยาลัยราชภัฎสวนสุนันทามีนโยบายและเป้าหมายสำคัญที่จะสร้างความแข็งแกร่งสู่การเป็นมหาวิทยาลัยที่มีคุณภาพเพื่อ
ปวงชนสามารถแข่งขันกับมหาวิทยาลัยนานาชาติ และเป็นที่พึ่งของประชาชนได้ ดังนั้นการสร้างความรู้และการสร้างงานวิชาการให้มี
คุณภาพและเปิดเผยต่อสาธารณชนเป็นภารกิจที่มหาวิทยาลัยดำเนินการมาในรูปแบบของการจัดการประชุมวิชาการและการนำเสนอ
ผลงานวิจัยระดับชาติมาอย่างต่อเนื่องและในปี 2554 นี้จะเป็นการจัดครั้งที่ 3 ภายใต้เรื่อง รากหญ้ากับการพัฒนาท้องถิ่นอย่างยั่งยืน
โดยความร่วมมือทางวิชาการระหว่างมหาวิทยาลัยราชภัฏสวนสุนันทา มหาวิทยาลัยศิลปากร และมหาวิทยาลัยกรุงเทพ เพื่อสนอง
เจตนารมณ์ตามพระราชบัญญัติการศึกษาแห่งชาติในการพัฒนาการศึกษาให้มีคุณภาพและประสิทธิภาพ พร้อมกับเป็นกลไกในการ
สร้างคนให้เป็นบุคคลแห่งการเรียนรู้ สร้างองค์กรแห่งการเรียนรู้และสร้างสังคมแห่งการเรียนรู้ และกอปรกับในปีการศึกษา 2554
มหาวิทยาลัยราชภัฎสวนสุนันทาได้รับมอบหมายจากสมาคมพัฒนาวิชาชีพการบริหารการศึกษาแห่งประเทศไทยให้เป็นเจ้าภาพใน
การจัดประชุมวิชาการบริหารการศึกษาสัมพันธ์แห่งประเทศไทยครั้งที่ 34 ซึ่งเป็นส่วนหนึ่งในการประสานสัมพันธ์ของวงการวิชาชีพ
บริหารการศึกษาในการนำเสนอผลงานแลกเปลี่ยนความรู้ จากมหาวิทยาลัยของรัฐและเอกชนจากทั่วประเทศ ซึ่งได้ดำเนินการต่อ
เนื่องกว่า 30 ปี
.......ในปีพุทธศักราช 2555 นี้เป็นปีศุภมงคลที่มหาวิทยาลัยราชภัฎสวนสุนันทาครบรอบ 75 ปีจึงเห็นสมควรจัดโครงการประชุม
วิชาการระดับนานาชาติ เรื่อง การพัฒนาการศึกษาจากอัตลักษณ์ท้องถิ่น สู่วิถีประชาคมอาเซียน  โดยมหาวิทยาลัยราชภัฏสวน
สุนันทา เพื่อให้นักวิชาการ นักวิจัย คณาจารย์ นิสิตนักศึกษา และผู้ที่สนใจ จากทั้งในและต่างประเทศ มีโอกาสรับทราบความ
เคลื่อนไหวและวิทยาการใหม่ๆ ทางวิชาการ แลกเปลี่ยนองค์ความรู้ ประสบการณ์ นำเสนอผลงานวิจัย เพื่อความก้าวหน้ามุ่งสู่
ความเป็นเลิศทางวิชาการในศาสตร์แขนงต่างๆ พร้อมกับความเชื่อมโยงบูรณาการระหว่างศาสตร์ในการสร้างสรรค์ผลงานวิชาการ
และวิชาชีพที่มีคุณภาพ

.......1. เพื่อเผยแพร่ผลงานการวิจัยของนักวิชาการ นักวิจัย นักศึกษาระดับบัณฑิตศึกษาและคณาจารย์ มหาวิทยาลัยของรัฐ
และเอกชน
.......2. เพื่อเปิดเวทีให้นักศึกษาระดับบัณฑิตศึกษา ทั่วประเทศนำเสนอผลงานวิจัยตามเกณฑ์การสำเร็จการศึกษาของสำนักงาน
คณะกรรมการการอุดมศึกษา (สกอ.)
.......3. เพื่อแลกเปลี่ยนเรียนรู้และยกระดับคุณภาพผลงานวิจัยในระดับชาติและนานาชาติ
.......4. เพื่อสร้างความร่วมมือทางวิชาการในการพัฒนาศาสตร์ทางด้านการบริหารการศึกษา การศึกษา วิทยาศาสตร์และเทคโนโลยี
มนุษย์และสังคมศาสตร์ การบริหารธุรกิจ มีความก้าวหน้าและมุ่งสู่ความเป็นเลิศ
.......5. เพื่อให้คณาจารย์และนิสิตนักศึกษาสาขาวิชาการบริหารการศึกษาของทุกสถาบันได้มีโอกาสสร้างความสัมพันธ์ และได้
แลกเปลี่ยนความคิดเห็นอย่างใกล้ชิดทางด้านการจัดการเรียนการสอนศาสตร์ทางการบริหารการศึกษา

Rationale
-------------------------------------------------------------------------------------------------------------------------------

Education is critical for improving the quality of human resources. In 2015, Thailand will sign an agreement with the
ASEAN Community which means to improve the social and cultural aspects of Thai education and push for youth and
human resources development. The agreement will continue keeping Thailand a people-centered community focused
on caring and sharing, promoting good health and well-being, increasing the quality of life, promoting others to make
a sustainable living, and preserving the ASEAN identity.  The Ministry of Education has established proactive international
operations with emphasis on strengthening relations and expanding cooperation with ASEAN countries. Because
education is a fundamental factor for determining future progress, future collaborations should focus on education.

Suan Sunandha Rajabhat University aims at becoming a better quality university for all people that can help students
compete effectively in academics and provide supports for their local community. The mission of the university serves
to improve all aspects of knowledge to better serve the community, which is demonstrated in the form of an international
conference with accompanying research, specifically The 3rd International Academic Conference:Grassroots and Local
Sustainable Development. This conference’s intention, under the academic supervision of Suan Sunandha Rajabhat
University, Silpakorn University and Bangkok University, is to meet qualifications of the National Education Act and
therefore improve the quality and efficiency of education; it is a mechanism to create personalized learning,organizational
learning, and social learning.  In 2011, Suan Sunandha Rajabhat University has been appointed by the Association for
Professional Development in Educational Administration of Thailand to the host of the 34th Annual Conference of the
Education Administration. It focuses on professional and educational presentations, which helps to spread knowledge
between public and private universities across the country.

In 2012, Suan Sunandha Rajabhat University will celebrate their 75th year anniversary and have agreed to organize
an international academic conference on Educational Development & Local Identity the ASEAN Way. This conference will
be helpful for scholars,researchers, faculty, students, and people from both inside and outside Thailand because it gives
the opportunity to exchange knowledge on the latest science and technical knowledge developments through research
presentations. The meeting aspires to educate participants of relevant scientific observations and consider its importance
in academia and the world.

1. To promote the research of scholars, researchers, graduate students and faculty of public and private universities.
2. To open a forum for graduate students nationwide to present their research, according to the study of the Commission on Higher Education.
3. To share knowledge and raise the quality of research both nationally and internationally.
4. To strengthen academic collaborations in the development of Education Administration, Education, Sciences
and Technology, Humanities and Social Sciences, and Business Administration towards the academic excellence.
5. To provide faculty and students from all academic institutions to have the opportunity to build relationships and exchange academic ideas.

Format of the writing research papers

1. Manuscript
The manuscript must be prepared in English and free of grammatical, spelling and/or punctuation errors. It is required
on A4 paper using 12-point Times New Roman. The length of each article must not exceed 12 typed papers inclusive of
everything (e.g., any tables,figures, references and appendices).
2. Title
The title must be concise and precise to the content.
3. Author(s)
Your full name(s), department’s name(s) and organization (University’s) name are required.
4. Abstract
An abstract should be concise and contain all key points in the article. No more than five key words must be provided.
5. Content
A research article should comprise the following headings.
 5.1 Introduction : Explain the research rationale, objectives, aims and expectations of the research carried out and the
research questions and hypotheses.
 5.2 Objectives : Describe what you want to achieve.
 5.3 Literature review : Elaborate on analysis of literature and research to identify relevant information, concepts
and theories that frame the research work.
 5.4 Research methodology : Identify the stages of the research, data collection methods and data analysis.
 5.5 Research findings : Present the results found in relation to research questions together with relevant supportive
evidence revealed from the research.
 5.6 Conclusion and recommendations : summarize the main points of the research with discussion/reflections
and recommendations based on the research
6. References
 References must be listed following the conclusion and recommendations of the paper. Use APA style
(http://www.apastyle.org). The reference list must be ordered alphabetically without numbering. List the author’s
names exactly as written in the source cited.
